Community Access Television Services (also known as CATS) is a local cable public access organization. They have three cable channels in Bloomington, 3, 12 and 14. CATS is located on the first floor of the Monroe County Public Library, in the audio/visual department.

Channels
- Channel 3 - Known as Bloomington Community Access Television (BCAT), this channel is for Bloomington and Monroe County citizens. The programs on this channel are produced, donated or requested by citizens of Monroe County.
- Channel 12 - Known as Monroe County Government Access Television (MCAT), this channel broadcasts city and county government meetings, either live or previously recorded.
- Channel 14 - SCOLA International News., 24/hours day.
