Short traffic light at North Kinser Pike and SR46

I wish I knew why the traffic light @ North Kinser Pike and SR46 (heading South on North Kinser Pike) only lets 2 cars through on the green light. 3...sometimes 4 cars sneak through as the light turns red, but only 2 cars can really go through on the green. Just wonderin' *: )
